【摘要】:ThispartofIEC62055appliestonewlymanufactured,staticwatt-hourpaymentmetersofaccuracyclasses1and2fordirectconnection,forthemeasurementofalternatingcurrentelectricalenergyconsumptionofafrequencyintherange45Hzto65Hzthatincludealoadswitchforthepurposeofinterruptionorrestorationoftheelectricitysupplytotheloadinaccordancewiththecurrentvalueoftheavailablecreditmaintainedinthepaymentmeter.Itdoesnotapplytostaticwatt-hourpaymentmeterswherethevoltageacrosstheconnectionterminalsexceeds600V(line-to-linevoltageformetersforpolyphasesystems).Itappliestopaymentmetersforindoorapplicationonly,wherethepaymentmetershallbemountedasfornormalservice(i.e.togetherwithaspecifiedmatchingsocketwhereapplicable).Paymentmetersareimplementationswhereallthemainfunctionalelementsareincorporatedinasingleenclosure,togetherwithanyspecifiedmatchingsocket.Therearealsomulti-partinstallationswherethevariousmainfunctionalelements,suchasthemeasuringelement,theuserinterfaceunit,tokencarrierinterface,andtheloadswitchareimplementedinmorethanoneenclosure,involvingadditionalinterfaces.ThispartofIEC62055doesnotapplytomultipartpaymentmeteringinstallations.FunctionalrequirementsthatapplytopaymentmetersarealsodefinedinthispartofIEC62055,andincludeinformativebasicfunctionalrequirementsandtestsfortheprepaymentmodeofoperationinAnnexA.Allowancesaremadefortherelativelywiderangeoffeatures,options,alternatives,andimplementationsthatmaybefoundinpractice.Thediversenatureandfunctionalityofpaymentmeterspreventthecomprehensivespecificationofdetailedtestmethodsforalloftheserequirements.However,inthiscase,therequirementsarestatedinsuchawaythattestscanthenbeformulatedtorespectandvalidatethespecificfunctionalityofthepaymentmeterbeingtested.ThispartofIEC62055doesnotcoverspecificfunctionalityorperformancerequirementsforsafety,circuitprotection,isolationorsimilarpurposesthatmaybespecifiedthroughreferencetootherspecificationsorstandards.ThispartofIEC62055doesnotcoversoftwarerequirements.SoftwarerequirementsforbasicenergymetermetrologyareunderconsiderationfortheIEC62059seriesofstandards,andinotherorganisations.ThispartofIEC62055coverstype-testingrequirementsonly.Foracceptancetesting,theconceptsgiveninIEC61358maybeusedasabasicguideline.DependabilityaspectsareaddressedintheIEC62059seriesofstandards.ThispartofIEC62055doesnotcoverconformitytestsandsystemcomplianceteststhatmayberequiredinconnectionwithlegalorotherrequirementsofsomemarkets.
