【摘要】:Safeoperationoftheunmannedaircraftisoftheprimaryimportancetotheunmannedaircraftindustryandforsuccessfulintegrationofunmannedaircraftwithmannedaircraftincivilairspace.Operatorsandpilots-in-commandofunmannedaircraftsystemsshallcomplywithapplicableFederalAviationRegulations(14CFRPart43,14CFRPart71,14CFRPart73,14CFRPart91,14CFRPart93,and14CFRPart99).Thisstandardincludestheminimumadditionalmethodsthatshouldbefollowedbyunmannedaircraftsystemoperators,includingpilots-in-command,oneveryvisualrangeflighttoensurethesafeoperationoftheaircraftandsafetyofpeopleandpropertyintheairandontheground.Thisvisualrangeflightoperationstandardshallbeusedinconjunctionwithappropriateunmannedaircraftsystemairworthinessandpilotqualificationstandards.1.1Thispracticeprescribesguidelinesthatgovernthevisualflightoperationofunmannedaircraftsystemsincivilairspaceinordertoprovideforthesafeintegrationofunmannedaircraftflightoperationswithmannedaircraftflightoperations.1.2Thispracticeappliestothoseoperationsconductedforcivilpurposesotherthansportorrecreationthatremainwithinthevisualrangeofthepilotincommand(seeTerminologyF2395foradefinitionof"visualrange").1.3Thispracticecomplieswiththeknownrules,regulations,andpubliclawavailableatthetimeofitspublication.Shouldanyconflictwitharule,regulation,orpubliclawarise,theusermustcomplywithruleandshouldnotifyASTMoftheconflict.Thispracticeonlyprescribesacceptedmethodsforvisualrangeflightoperationofunmannedaircraftsystems.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
